Chewning was promoted to Captain on 21 February, 1865 for valor and skill. He asked for permission to raise a company of independent troops behind enemy lines. It was stated on the same date that he had a company of 73 men. Might originally be one of the factional leaders of the Moccasin Rangers of the Virginia State Rangers (Tuning?).
